The issue can be replicated in any browser that uses hardware rendering in Windows 7, since it's an OS-level issue, and not a browser issue. If you look at the Bugzilla links posted by a user in this thread, the issue seems to be related to an encoding type used in the Twitter GIFs (which become MP4s) that Windows 7 doesn't support playing. There is no real solution except upgrading windows. I tried 3 different browsers,tried deleting twitter cookies, incognito mode, disable hardware acceleration, VPNs.
